Former Director General of Horticulture of the Ministry of Agriculture Threatened with Life Sentence
The former Director General of Horticulture at the Ministry of Agriculture (Kementan) Hasanuddin Ibrahim is facing a life sentence. Because he was charged with committing a criminal act of corruption that harmed the state’s finances or the state’s economy in the amount of Rp. 12,947,841,604 or Rp. 12.9 billion.
The threat of punishment refers to the article attached by the public prosecutor to the defendant Hasanuddin Ibrahim, namely Article 2 paragraph (1) or Article 3 of Law (UU) Number 31 of 1999, as amended by Law Number 20 of 2001 concerning Eradication of Corruption Crimes in conjunction with Article 55 paragraph (1) of the 1st Criminal Code.
“(The defendant’s actions) harmed the state finances of the Ministry of Agriculture in the amount of Rp. 12,947,841,604, according to the Examination Result Report (LHP) of the Supreme Audit Agency (BPK),” said the Corruption Eradication Commission (KPK) prosecutor Dian Hamisena in a trial, at the Corruption Court. The criminal act of corruption committed by Hasanuddin was related to the procurement of facilities for cultivation that support the control of plant pest organisms (OPT), in the context of spending on other physical goods at the Directorate General of Horticulture, Ministry of Agriculture, Republic of Indonesia in the 2013 budget year for the community or local government.
According to the KPK prosecutor, Hasanuddin increased the volume of activities in the budget without conducting an analysis or identifying actual needs. He also directs the specifications for the procurement of fertilizers to the Rhizagold brand and inflates the price of procurement goods.
Next, Hasanuddin also determined that the decision of the farmer groups who received the assistance was ahead of the actual date. These actions are considered contrary to the Presidential Regulation of the Republic of Indonesia Number 54 of 2010, as amended by Presidential Regulation Number 70 of 2012 concerning the Procurement of Government Goods/Services.
Hasanuddin’s actions have enriched himself, other parties, and corporations. The other parties who benefited were the commitment maker (PPK) at the Directorate General of Horticulture, Eko Mardiyanto, amounting to Rp. 1.05 billion, President Director of PT Hidayah Nur Wahana (HNW) Sutrisno at Rp. 7.3 billion, Hasanuddin Nasser Ibrahim’s younger brother, amounting to Rp. Rp725 million, and the owner of PT Karya Muda Jaya (KMJ) Subhan at Rp195 million.
